Sir Ken Knight clearly states in his response to Q53 that: “I do not think it is sensible to only consider those buildings over 18 metres for those with impaired mobility. In fairness, as if I should be fair to the Home Office, they lifted that directly in their consultation from the requirements of phase 1 of the Grenfell inquiry, which, in its recommendations, required consideration of just that: impaired mobility arrangements, or PEEPs, for buildings over 18 metres. It is not sensible to only consider that in the round outside the fine definitions that the inquiry is looking at, which is buildings over 18 metres.”
