The introduction of the Competence and Conduct Standard is a major regulatory development for the social housing sector. It sets out clear expectations for providers to ensure their workforce has the necessary skills, knowledge, behaviours and qualifications to deliver safe, compliant and resident-focused services.
The standard comes into force in October 2026, with transition periods of:
• Three years for providers managing 1,000 or more homes
• Four years for providers with fewer than 1,000 homes
Although these timelines offer flexibility, the policy direction is clear: providers should not wait. Early preparation will be essential to avoid pressure on qualification routes, workforce planning, training provision and wider cultural change.
